Page 356, after line 28, insert:

"D.1. Notwithstanding the provisions of § 18.2-308.014, Code of Virginia, any valid concealed handgun or concealed weapon permit or license issued by another state that as of November 1, 2015 was recognized by the Commonwealth as authorizing the holder of such permit or license to carry a concealed handgun in the Commonwealth shall continue to be recognized, regardless of when the license or permit is issued.

2. Within 30 days of the enactment of this Act, the Superintendent of the Virginia State Police shall contact each state with whom Virginia had reciprocity as of November 1, 2015, in order to determine the status of reciprocity with that state. If reciprocity has been lost with any state, the Superintendent shall undertake efforts to reestablish reciprocity with that state. Within 60 days of the enactment of this Act, the Superintendent shall report to the Clerks of the House and Senate on the status of reciprocity with all other states, and thereafter shall report every 30 days until all reciprocity relationships existing as of November 1, 2015 have been restored."



Explanation

(This amendment reinstates reciprocity agreements for concealed carry permits with states recognized as of November 1, 2015, and instructs the Superintendent of Virginia State Police to reestablish reciprocity with any states withdrawing from reciprocity agreements on or after December 1, 2015.)
