Page 353, after line 40, insert:

"I. The Superintendent of State Police shall assess the feasibility and costs of developing, implementing, and operating an information sharing system, accessible only to law enforcement, that would allow for the collection of raw data and criminal intelligence on cigarette trafficking. Out of the amounts in this item, $300,000 the first year from the general fund is provided for this purpose. The Superintendent of State Police shall report the findings of its assessment to the Chairmen of the House Appropriations and Senate Finance Committees no later than September 1, 2016."



Explanation

(This amendment directs the Superintendent of State Police to assess the feasibility and costs of operating an cigarette trafficking information sharing system for use by law enforcement agencies and provides funds necessary to complete the assessment. This was a policy recommendation made by the Virginia State Crime Commission in 2013.)
