No funding in this budget, or matching funds related to funding included in this budget, may be provided to enforce rules, regulations, or policies adopted by boards of visitors or other governing bodies of a public institution of higher education that would prohibit a faculty member of the institution who is a retired law enforcement officer and who has maintained his / her firearm training from carrying a concealed handgun on the property of or in the building owned by the institution."
