Explanation

(This amendment provides an appropriation to the Corrections Special Reserve Fund to reflect the estimated impact on utilization of beds in the Commonwealth’s Adult Correctional Centers resulting in changes in criminal sentencing pursuant to House Bill 794, which provides that a defendant in a capital case who had a severe mental illness, which is defined in the bill, at the time of the offense is not eligible for the death penalty.)
