Explanation
(This amendment provides $1.5 million each year from the general fund to the State Aid to Local Public Libraries to expand summer reading materials and programs. Students who participate in summer reading programs have been documented to outperform non-participating peers on literacy fundamentals screening in grades kindergarten through 2, and the Standards of Learning for grades 3-12. In tests taken after returning from summer break, K-12 students who participated in summer reading programs at their local public libraries outperformed those who did not.)
