Explanation

(This amendment provides $350,000 the first year from the general fund is provided to the Newport News school division for the SPARK pilot program. In 2015, the Newport News Public Schools System had an unexpected surplus and chose to invest in starting the SPARK program for students residing in the southeast community of Newport News. That area had been riddled with gang activity, high numbers of youth violent crimes, and Large concentrated pockets of poverty. The SPARK program, in conjunction with the STEP program, was attributed to helping reduce summer crime by 17%. The school system is looking to expand the program to also include students and schools in the north end of the city, where youth and violent crime is on an uptick.)
