Page 137, line 36, after "ability-to-pay." insert:
"Further, these school divisions shall submit an annual report to the Department of Education related to the academic reading progress of those students who received services from a Reading Specialist hired as a result of this initiative.  The report shall include, but not be limited to, the school-wide pass rate on the reading Standards of Learning (SOL) assessments and any appropriate grade level SOL pass rates before and after such a specialist was hired by the school division to provide direct services to those students reading below grade level in the school in order to improve their reading achievement.  The Department of Education shall develop the guidelines and reporting criteria for such annual reports and submit the consolidated school divisions data to the Chairmen of House Appropriations and Senate Finance Committees no later than September 30."
