Explanation
(This amendment provides $6.4 million the first year and $5.9 million the second year from the general fund and 90 positions each year to support the creation of four new public defender offices. These offices will be located in Arlington County (including the City of Falls Church) and the cities of Chesapeake, Hampton, and Newport News. The amendment gives priority the establishment of the Newport News public defender office, because that locality provides the greatest potential for producing general fund savings from the Criminal Fund. A companion amendment in Item 32 reduces appropriations for the Criminal Fund to account for the savings produced by the creation of these four offices because of the more efficient representation of indigent criminal defendants by public defenders. Statutory authorization for these four offices is contained in Part 5 of this Act.)
