Explanation
(This amendment transfers $1.9 million for the solar photovoltaic manufacturing incentive grant program to the Governor's Development Opportunity Fund in Central Appropriations. A companion amendment reserves the funding for the incentive grant program provided that the Secretary of Commerce and Trade and the Auditor of Public Accounts certify to the Governor and to the Chairmen of the Senate Finance and House Appropriations Committees that the company slated to receive the grant met the statutory requirements of the performance-based program.)
