"2.  It is the intent of the General Assembly to support the Virginia Horse Center through Fiscal Year 2010 at an annual amount of $890,000 to ensure payment of the initial debt issued to establish the Center.  All debt service above that amount is the sole responsibility of the Virginia Horse Center Foundation and the Virginia Equine Center Foundation.  Further, it is legislative intent that the remaining debt service costs for debt issued for expansion of the Center in 2001 or in subsequent years for future expansions shall be provided through local resources.  All debt service requirements in fiscal years beyond Fiscal Year 2010 shall be the sole responsibility of the Virginia Horse Center Foundation and the Virginia Equine Center Foundation."


Explanation
(This amendment provides $722,049 of additional general fund support for the Virginia Horse Center. Budget language expresses legislative intent to continue paying through Fiscal Year 2010 a share of the debt service costs originally issued to construct the Center. Additional debt service requirements are to be provided through local resources. All debt beyond the initial construction issuance is the sole responsibility of the Horse Center, and will not be paid by the Commonwealth.)
