Explanation
(This amendment provides funding to increase the reimbursement rate for two MR waiver services, congregate residential and day support services. The reimbursement rate for these services, provided to more than half of the MR waiver recipients, have increased only once in the thirteen years the MR waiver has been in existence. The current reimbursement rates, which have not kept pace with inflation, endanger the health and safety of the seriously disabled who live in group homes or attend day programs. Under the current rates, providers are unable to recruit and retain qualified staff, are unable to provide the staff training necessary to meet the complex needs of the consumers, and are unable to continue the quality of service considered best practice, e.g., small residential sites, community integration activities, and adequate staffing levels. Without the requested increase in the reimbursement rate, it will be difficult to build the systems capacity to serve complex consumers, provide for facility discharges, and prevent inappropriate institutionalization.)
