"Members of the General Assembly reaffirm support of the historic legislation passed in 1999 to earmark 50% of the Master Settlement Agreement funds to address impacts on tobacco farming communities and 10% to address youth tobacco use by committing to restore $15,514,648 to the Virginia Tobacco Settlement Fund that was transferred out of the Fund to the General Fund in FY 2003.".
