"3.  Out of this appropriation, the Secretary of Transportation, or his designee, shall serve as the chairman of a working group comprised of local and regional governments, rail advocates, state and federal agencies, and other interested parties to develop a plan for the expansion of commuter rail services in the Richmond-Williamsburg-Hampton Roads areas.  The plan shall include an examination of commuter rail as a transportation option for the Jamestown 2007 activities.  The Secretary of Transportation may hire consultants or other expertise in developing such a plan."
