“3. The Department shall require that each locality receiving funds under the Virginia Juvenile Community Crime Control Act Program  provide a local match in addition to the maintenance of effort requirement.  The match shall be determined by a sliding scale based on the locality's fiscal stress index as compiled by the Commission on Local Government, ranging from 10 percent for the localities with the highest level of fiscal stress to 50 percent with the lowest fiscal stress.
4. Local Offices on Youth shall be eligible for Virginia Juvenile Community Crime Control Act funds.
5. The Department shall develop standards for the operations of the Office on Youth.  Included in these standards shall be the establishment of goals, quantifiable objectives and measures for the evaluation of program effectiveness for each Offices on Youth receiving funding from the Commonwealth.  The Department shall provide an annual report on its progress in developing these standards to the Secretary of Public Safety."


Explanation
(This amendment moves Offices on Youth under the Virginia Juvenile Community Corrections Act programs and requires each participating locality pay a local match based on the locality's fiscal stress index. This amendment is a companion to an amendment in Item 442.)
