Explanation
(This amendment restores $2,805,000 in general fund in each year and earmarks federal TANF funds for Healthy Families Virginia. It also restores $150,000 in general funds each year for the Hampton Healthy Start program. This funding was eliminated in the development of the 2002-04 biennium base budget for the Department of Social Services. In addition, it adds $70,000 each year in general funds to expand Healthy Families to two sites currently in development and includes $144,800 in general funds to continue administrative activities by the Healthy Families Virginia program which are ineligible for federal TANF funding. Language is added to ensure that sites could use the general funds to obtain federal matching funds available through Title IV-E.)
