Page 269, after line 5, insert:
"The Commonwealth makes a commitment to utilize the $1,700,000 from the general fund and $1,750,000 from nongeneral funds for the four mental retardation training centers (SEVTC, SWVTC, CVTC, and SSVTC) for working toward staffing the training centers by hiring permanent staff to care for mentally retarded patients.  This staffing would be a step toward bringing the centers to the standards set by the Department of Justice in the Civil Rights for Institutionalized Persons Act."

Explanation
(This amendment expresses intent to use funds added in the introduced budget for raising the standard of care in the four MR training centers closer to the standard established at the Northern Virginia Training Center, investigated by the U.S. Justice Department for CRIPA violations.)
