Page 257, after line 7, insert:
"H.H.  As a condition of this appropriation, the Department shall notify all Medicaid recipients under the age of 21, at least once a year, that all services described in 42 U.S.C. § 1396d(a) are available under the Early and Periodic Screening, Diagnostic and Treatment (EPSDT) program to recipients under the age of 21 even if the service is not available under the State Medicaid Plan to other Medicaid recipients.  Such notice shall specifically list the full range of screening and treatment services available under EPSDT, and shall be written in plain language that is understandable on a first reading, using the guidance for “Writing User-Friendly Documents” developed by the federal government’s “Plain English Network.”  The Department shall provide training on the full range of services available under EPSDT and how such services may be accessed to (1) Medicaid service providers, (2) service providers and community policy and management team members under the Comprehensive Services Act (Va. Code § 2.2-5200
et seq
.), and (3) local social services agencies."


Explanation
(This language amendment would encourage the use of Medicaid as a funding source for medical services provided to eligible children, including children now receiving services under the Comprehensive Services Act. Under federal Medicaid law, states are required to provide any medically necessary service available under federal law to children receiving Medicaid, even if the service is not available to other recipients under the State Medicaid Plan.)
