"H.H.  The Department of Medical Assistance Services shall amend the Title XIX Plan to permit otherwise eligible qualified aliens who entered the United States after August 22, 1996, to receive Medicaid after they have lived in the United States for five years."


Explanation
(This amendment adds funding and language that would allow immigrants living in the U.S. for five years to qualify for Medicaid. Federal welfare reform legislation adopted in 1996 barred immigrants from public benefit programs for their first five years living in the U.S. Most states have exercised the option to provide Medicaid coverage for this group after the five-year ineligible period.)
