“XX.  As a condition of this appropriation, effective July 1, 2002, the Department of Medical Assistance Services shall disregard the value of one motor vehicle per assistance unit in determining the Medicaid eligibility for low income families pursuant to §1931 of the Social Security Act."

Explanation
(This amendment adds language that would disregard the value of one motor vehicle for low-income parents applying for Medicaid. Funding for this change is also included. Currently, one car is exempt for aged and disabled individuals applying for Medicaid, and all resources are disregarded for children’s Medicaid eligibility, but low-income parents seeking Medicaid are still subject to vehicle counting rules. Companion budget amendments in TANF and Food Stamps would make program rules uniform and streamline the application process by disregarding one car per family, in recognition of the need for families to have reliable transportation.)
