Page 198, after line 9, insert:
"C. It is the intent of the General Assembly to transfer the responsibility for the maintenance and operation of the Library of Virginia building from the Department of General Services to the Library of Virginia effective July 1, 2002.  The Department of General Services, in consultation with the Department of Treasury, shall continue to allocate money from the Virginia Public Building Authority for the completion of outstanding projects covered under the bond issue.  The Library of Virginia shall have access to the Central Maintenance Reserve for unanticipated capital expenditures.  Four positions shall be added to the Library's maximum employment level.  Funding for these existing positions and the maintenance and operation of the building is included in the Library's appropriation as rent, therefore no additional funding shall be required."
