"C.  Out of the amounts for this item shall be provided $500,000 the first year and $500,000 the second year from the general fund for the Agricultural Enhancement Program to stimulate investment in value-added activities on Virginia's farms by providing matching grants to eligible businesses.  Guidelines for the administration of the program shall be developed by the Board of Agriculture and Consumer Services by October 1, 2002.  The Department may use up to $50,000 the first year and $50,000 the second year from the general fund to support the program.   Prior to July 1 of each year, the Department shall provide a report on the implementation and administration of the program to the Chairmen of the House Appropriations and Senate Finance Committees."
