"D.1  The Compensation Board shall adopt minimum criteria for the Deputy Treasurers' Career Development Program by November 1, 2002, as developed and submitted to the Co-Chairmen of the House Appropriations and Senate Finance Committees on November 15, 1999.
2.  For each deputy treasurer selected by the Treasurer for participation in the Career Development Program, the Compensation Board shall increase the annual salary established for that position by one grade level effective July 1, following receipt of the Treasurer's certification that the minimum requirements of the Deputy Treasurers' Career Development Program have been met, and provided that such certification is submitted by the Treasurer as part of the annual budget request to the Compensation Board on February 1 of each year.  The first period for Treasurers to make this certification and select deputy treasurers for participation in the Career Development Program will be on the budget request submitted to the Compensation Board on or before February 1, 2003, for a salary increase effective July 1, 2003.  Subsequent new certifications and selections for participation will occur each year as a part of the annual budget request submission on or before February 1 of each year, for an effective date of salary increase of the following July 1.
3.  Any salary increase associated with this program shall be subject to appropriations by the General Assembly for this purpose."
