Page 347, after line 21, insert:
"F. In order to ensure the lowest possible bid prices, and the maximum commitment of taxpayer funds to project completion, the Department of Transportation shall approve and include on its lists of qualified materials at least three separate and distinct suppliers for all the various types, classes and grades of materials to be used in the construction or maintenance of Virginia roadways by the department and its contractors.  If the products of fewer than three different suppliers are placed on the list of approved materials for a particular class, type or grade, the Secretary of Transportation shall prepare a list of those categories and approved products and certify to the Governor, the Chairmen of the House Transportation Committee and the Senate Transportation Committee either (1) that fewer than three suppliers offered products for approval or (2) any rejected products failed to meet generally accepted industry standards of safety or effectiveness or the standards of most other state or federal highway construction agencies.  The Department shall complete a review of its existing list of approved materials by August 15, 2002 to identify those types, classes or grades where more suppliers might be added to the list, or provide the justification for its sole-source or dual-source approvals to the Secretary for transmittal to the Governor and the legislative committee chairmen."


Explanation
(This amendment is intended to discourage VDOT from using sole-source approvals for products and is in response to VDOT's approval of only one supplier of a certain grade of temporary traffic markings.)
