"
The Departments of Juvenile Justice, Mental Health, Mental Retardation and Substance Abuse Services, and Criminal Justice Services shall examine opportunities to leverage nongeneral fund sources of funding to meet the need for mental health and substance abuse assessment and treatment services accessible to juveniles in local detention homes.  The Departments shall report their findings to the Chairmen of the House Appropriations and Senate Finance Committees and the Joint Commission on Behavioral Health Care by September 30, 2002."
