"C.  For each fiscal year covered by this Act and for the purposes set forth in §
9.1-169
, Code of Virginia, the General Assembly shall provide for a percentage increase or decrease in the total amount of funds to be distributed, pursuant to §
9.1-169
, Code of Virginia from the preceding fiscal year. Such increase or decrease for each fiscal year shall equal the anticipated percentage increase or decrease in total general fund revenue collections for such fiscal year as stated in this Act.  The General Assembly shall provide funding to local governments for the purposes set forth in §
9.1-169, Code of Virginia,
as adjusted by such increase or decrease from the preceding fiscal year.  In no event, however, shall such percentage change in the amount of funds to be distributed pursuant to §
9.1-169, Code of Virginia,
for any fiscal year be amended or otherwise changed after the relevant fiscal year has begun
.

Explanation
(This amendment provides that any increase or decrease in House Bill 599 funding for law-enforcement expenditures of local governments shall equal the anticipated increase or decrease in total general fund revenue collections for the relevant fiscal year as provided in the general appropriations act for the biennium. Any changes in anticipated total general fund revenue collections as provided through amendments to the biennial budget in an odd year or as provided in the caboose bill shall have no affect on the percentage change in House Bill 599 funding. The percentage increase or decrease in House Bill 599 funding shall be determined solely from the general Appropriation Act that is passed prior to the beginning of the biennium.)
