Page 429, line 10, insert:
"3.   The fund source "Higher Education Operating" in Item 506 of this act includes revenue generated by increases in tuition and mandatory Educational and General fees, subject to the following conditions:
a.  Each institution shall make every effort to minimize the cost of tuition and fee increases for in-state undergraduate students.  
b.  Each institution shall place the highest priority on funding for instruction and physical plant operations, including instructional faculty, library materials, instructional equipment, and maintenance of buildings and grounds.  
c. Tuition and fee revenues from nonresident students must include their proportionate share of the amortized cost of the construction of buildings approved by the Commonwealth of Virginia Educational Institutions Bond Act of 1992."


Explanation
(This amendment adjusts the higher education tuition policy to reduce the amount institutions may raise tuition, and to place certain conditions on the institutions.)
