(This amendment provides $75,000 the second year to the National Federation for the Blind, a nonprofit organization located in Washington, D.C., to establish the Virginia Newsletter for the Blind. The National Federation of the Blind received a $4,000,000 grant from the federal Institute of Museum and Library Services to establish a nationally conducted audio daily newspaper and information service for blind and disabled readers. Funding would allow Virginia newspaper information to be made available to these readers.)
