"D.  As a condition of this appropriation, effective July 1, 2002, the Department of Social Services shall provide a ten percent increase in cash assistance payments in the Temporary Assistance to Needy Families (TANF) program and in the separate state program for able-bodied two-parent families.  Thereafter, the Commissioner shall establish a reasonable, automatic adjustment for inflation by increasing TANF cash assistance each July 1 by an amount equal to the increase in the Consumer Price Index-All Urban Consumers (less medical care) during the most recent state fiscal year for which data are available from the U.S. Bureau of Labor Statistics."


Explanation
(This amendment provides federal TANF funds for a cost-of-living increase in TANF cash assistance payments beginning July 1, 2002. The typical payment for a parent with two children would be increased from $320 to $352 per month. Language is also added to require an annual cost-of-living adjustment effective July 1 of each year.)
