"D.  Out of this appropriation, $3,099,800 from the general fund and $600,000 from the federal Temporary Assistance for Needy Families (TANF) grant the first year and $3,099,800 from the general fund and
$600,000 from the federal Temporary Assistance for Needy Families (TANF) grant the second year
shall be provided to Healthy Families Virginia.  These funds shall be used at the discretion of local sites for obtaining up to $1,402,500 the first year and $1,402,500 the second year in matching Title IV-E nongeneral funds when available.  The Department of Social Services shall continue to allocate funds from this item at no less than fiscal year 2001 levels to the statewide office of Prevent Child Abuse Virginia for providing the coordination, technical support, quality assurance, training and evaluation of the Healthy Families Virginia program."


Explanation
(This amendment restores $2,805,000 in general funds in each year and earmarks federal TANF funds for Healthy Families Virginia. It also restores $150,000 in general funds each year for the Hampton Healthy Start program. This funding was eliminated with the development of the 2002-04 biennium base budget for the Department of Social Services. In addition, it adds $70,000 each year in general funds to expand Healthy Families to two sites currently in development and includes $144,800 in general funds to continue administrative activities by the Healthy Families Virginia program which are ineligible for federal TANF funding. Language is added to ensure that sites could use the general funds to obtain federal matching funds available through Title IV-E.)
