"HH.1.The Department of Medical Assistance Services shall develop a proposal to increase access to dental services for low-income children enrolled in the Family Access to Medical Insurance Security (FAMIS) program and in the Medicaid program.  In developing this proposal, the Department shall examine the number of children in each program who are not being served, problems in accessing services, adequacy of provider reimbursement, feasibility of expanding service capacity for children's dental services using participating providers, and potential for expanding capacity at community clinics that provide dental services specifically for low-income individuals.  As part of this proposal, the Department shall develop a pilot project to assess the effectiveness of strategies to increase children's access to dental services.
2.  Out of this appropriation, $50,000 the first year and $50,000 the second year from the general fund shall be provided to cover the start-up costs of the pilot project to
expand capacity to serve children enrolled in FAMIS and Medicaid."
