"
B.  The Department for the Aging, in cooperation with the Department of Rehabilitative Services, the Virginia Housing Development Authority, the Department of Housing and Community Development, the Housing Study Commission, and the Joint Commission on Health Care, will develop recommendations for three geographically diverse pilot projects to support affordable assisted living.  The program will be designed to supplement the operating costs for the three pilot facilities in order to provide assisted living care for low and moderate income residents.  The pilot projects should be located in regions of the state where the availability of affordable assisted living facilities is limited, in comparison to other regions.  The recommendations should address the location of the project, the structure of the pilot program and the funding necessary, including the amount of operating subsidy required and the source of such subsidy.  The Department shall report its recommendations to the Chairmen of the House Appropriations and Senate Finance Committees by October 31, 2002."
