"Out of this appropriation, $500,000 from the general fund is provided for the relief of Jeffrey D. Cox, to be paid by check issued by the State Treasurer on warrant of the Comptroller, upon execution by him of a release of all claims he may have against the Commonwealth or any agency, instrumentality, office, employee or political subdivision in connection with the aforesaid occurrence."

Explanation
(This amendment provides $500,000 from the general fund in the first year to Jeffrey D. Cox as the result of the settlement of his claim against the Commonwealth for 11 years of wrongful incarceration.)
