"20.  Urban Teacher Supplement
a.  This appropriation includes $50,000,000 the first year from the general fund to provide grants to school divisions to allow them to supplement teacher salaries.
b.  The grants may be used to provide additional compensation for teachers based on the percent of children receiving free or reduced price lunch benefits
.
c.  These grants shall be matched by the local school division, based on the composite index of local ability-to-pay.
d.  The Board of Education shall develop guidelines for the administration of the program by July 1, 2002."
