Explanation
(This amendment provides funding to implement the Tier II recommendations to increase standards in the Standards of Quality (SOQ) to reflect prevailing practices from the Joint Legislative Audit and Review Commission study, Review of Elementary and Secondary School Funding. The recommendations (and the amounts for each) are as follows: (i) secondary planning period for teachers ($94.9 million the first year and $95.4 million the second year); (ii) elementary resource teachers at 6 per 1,000 elementary students in Average Daily Membership ($78.9 million the first year and $80.1 million the second year); (iii) a principal for every elementary school instead of current standard based on number of students ($5.7 million the first year and $5.8 million the second year); (iv) assistant principals for elementary schools based on the changed standard of one-half at 550 students, one full-time at 800 students ($2.4 million the first year and $2.5 million the second year; and (v) assistant principals for middle and high schools based on the standards of one full-time for every 400 students ($18.0 million the first year and $18.3 million the second year).
