Explanation
(This amendment reflects the cost of discontinuing the current practice of deducting prevailing locally generated revenues from Standards of Quality (SOQ) cost calculations. By no longer deducting these prevailing revenues from SOQ costs, the state share of SOQ costs will increase by $49.4 million in the first year and $49.7 million in the second year. This is one of three amendments to implement the Tier 1 recommendations from the Joint Legislative Audit and Review Commission Report, Review of Elementary and Secondary School Funding.)
