"e.  The Department of Education shall compute the composite index of local ability-to-pay for localities using a population density adjustment set at the 67th percentile locality (in terms of a ranking of localities based on population density) as the benchmark locality where the adjustment begins, as developed by the Joint Legislative Audit and Review Commission in their report
Review of Elementary and Secondary School Funding
.  However, after the population density adjustment is applied to the raw composite index of these localities, the .8000 cap shall still apply."

Explanation
(This amendment implements the methodology outlined in the Joint Legislative Audit and Review Commission's report Review of Elementary and Secondary School Funding for population density. This adjustment accounts for municipal overburden in computing the composite index of local ability-to-pay.)
