"12.  Out of the amounts for Financial Assistance for General Education, the Board of Education shall provide $55,000 the first year from the general fund to the Northern Neck-Middle Peninsula Public Education Consortium if the Consortium's March 31, 2003, budget report shows the Consortium has failed to raise 75 percent of its approved budget for that year."
