Explanation
(This amendment provides general fund support for small farmers to become certified under the National Organic Program which takes effective October 2002. The federal program applies uniform and consistent national standards for defining the term "organic" by addressing the methods, practices, and substances used in producing and handling organic foods. Farmers who want to market "organic" produce will have to become certified.)
