Authority:  Discretionary Inclusion
A.  The Department of Corrections shall implement the following actions to achieve the budget reductions required in this item:
1.    Close Staunton Correctional Center (July 1, 2003);
2.    Close Fairfax Correctional Field Unit;
3.    Close Tidewater Detention Center;
4.    Close Nottoway Work Center;
5.    Close Southampton Intensive Treatment Center;
6.    Close and/or downsize regional offices;
7.    Downsize the central or headquarters office;
8.    Expand privatization of food services;
9.    Achieve efficiencies in community corrections; and,
10.  Utilize other management savings and efficiencies.
B.  In the event the Department of Corrections contracts to house additional out-of-state prisoners above the projected number of such prisoners as assumed in this act, the Governor shall be authorized to adjust or modify this plan as necessary to accommodate such out-of-state prisoners.
C.  The Department of Corrections shall provide a report on the implementation of actions 2 through 10 listed above to the Governor and Chairmen of the Senate Finance and House Appropriations Committees by July 1, 2002.
D.  The Department of Corrections shall develop a detailed plan for the closure of Stanton Correction Center effective July 1, 2003, to include maximizing opportunities for the placement of affected employees within the Department and with other state or local agencies.  The report shall be provided to the Governor and the Chairmen of the Senate Finance and House Appropriations Committees by November 1, 2002.
E.  To the extent that the Department of Corrections privatizes food services, the Department shall also seek to maximize agribusiness operations."


Explanation
(This amendment reduces the budget for the Department of Corrections by $12,947,743 the first year and $30,389,796 the second year from the general fund. A companion amendment to Item 504.10 provides additional general funds for severance benefits under the Workforce Transition Act to employees affected by this plan. A companion amendment to Item 506 eliminates across-the-board reductions for this agency in the Central Appropriations. A companion amendment to Item 58 provides a plan for disposition of the Staunton property.)
