Explanation
(This amendment provides funding to expand the "Pen Pal" program operated by Save Our Shelters, a nonprofit rescue, adoption and advocacy group. This program pairs carefully selected inmates with difficult-to-adopt dogs rescued from public pounds for an intensive eight-week behavior training program to enhance the ability to place the dogs with families. Inmates are taught by a professional dog trainer to care for the dogs. The program provides inmates with a skill that can be used for employment upon release and also teaches the inmates teamwork, responsibility and respect.)
