Explanation
(This amendment restores funding for Medicaid coverage of substance abuse services, which had been approved by the General Assembly to begin in fiscal year 2002. An estimated 16,000 children and adults would have received services. The Department of Medical Assistance Services does not plan to start coverage in fiscal year 2002, and funding was eliminated in the introduced budget for the 2002-04 biennium. This amendment provides funding to start Medicaid coverage for these services April 1, 2004.)
