"HH.1.  The Department of Medical Assistance Services shall amend the State Plan for Medical Assistance Services governing Medicaid reimbursement for nursing facilities to eliminate the increase for inflation to indirect patient care rates in state fiscal year 2003.   Such amendments to the State Plan shall become effective within 280 days or less from the enactment of this act.
2.  The Department of Medical Assistance Service shall amend the State Plan for Medical Assistance Services governing Medicaid reimbursement for nursing facilities to reduce the indirect patient care ceilings from 106.9 percent to 103.9 percent of the median of all nursing facilities, based on cost reports filed by providers during calendar year 2000.   Such amendments to the State Plan shall become effective within 280 days or less from the enactment of this act."


Explanation
(This amendment adjusts Medicaid reimbursements to nursing homes for indirect costs. An inflation factor would not be granted in fiscal year 2003, and the reimbursement ceiling for indirect costs would be reduced. No changes are made in reimbursement for direct patient care. Nursing homes will receive increased payments for rising nursing costs and other expenses directly related to the care of patients. A companion amendment in Item 1.1 provides $4.0 million in general fund appropriations to decrease the amount of the reduction in this item.)
