"Nothwithstanding any other provision of law, as of July 1, 2003, the Commonwealth Competition Council, its funding, and positions are eliminated. When filling vacant positions, state agencies shall consider first fully qualified individuals from the Commonwealth Competition Council."

(This amendment eliminates the Competition Council.)
