Explanation
(This amendment reduces funding for Disaster Planning and Operations but adds language that allows the funding to be utilized for the state police radio project and a fireboat to protect the Port of Virginia. A companion amendment to Item 459 provides for state police personnel for homeland security and terrorism and disaster response. A companion amendment to Item 23 adds funding for additional security at the seat of government. In addition, House Bill 1284 (2002 Session) provides $13.6 million through the Virginia Public Building Authority for a new Emergency Operations Center and State Police Headquarters, thus reducing the need for this funding in Central Appropriations.)
