"2.  Notwithstanding the provisions of §§ 16.1-309.2 through 16.1-309.10, Code of Virginia, the Department of Juvenile Justice shall distribute funds provided by this appropriation to localities based on discretionary grants.  
The Board of Juvenile Justice shall establish guidelines for use in determining the types of programs for which VJCCCA funding may be expended.  The Department shall provide copies of such guidelines to the Chairmen of the House Appropriations and Senate Finance Committees no later than June 1, 2002. The Department shall establish a format to receive requests for funding from localities based on these guidelines.  The requests shall include documentation of need as well as quantifiable and verifiable goals and objectives and a detailed budget documenting all proposed expenditures of these funds."


Explanation
(This amendment reduces funding for the Juvenile Community Crime Control Act and allows the Department of Juvenile Justice to distribute these funds as discretionary performance-based grants rather than through the existing formula.)
