Explanation
(This amendment would set aside $5,000,000 the first year from funds provided by the federal government to combat terrorism that would reimburse local governments and state agencies for additional costs associated with responding to an emergency incident, and to provide funds for equipment and training to prepare for disasters. Costs to be covered would include overtime pay, food and lodging costs. Localities and state agencies could file claims against the fund to recover costs associated with responding to such an incident. The Department of Emergency Management will set up criteria for localities and state agencies to apply for these funds.)
