"HH.  The Department of Medical Assistance Services shall amend the State Plan for Medical Assistance Services governing Medicaid reimbursement to hospitals, nursing facilities, home health facilities, outpatient rehabilitation agencies, and federally qualified health centers and rural health clinics to defer an increase for inflation in fiscal year 2003.  Such amendments to the State Plan shall become effective within 280 days or less from the enactment of this act."

Explanation
(This amendment defers for one year an inflation adjustment provided to hospitals, nursing facilities, home health facilities, outpatient rehabilitation agencies, and federally qualified health centers and rural health clinics. The introduced budget assumes an inflation adjustment of approximately 3.5 percent in fiscal year 2003 for these Medicaid providers.)
