Page 257, after line 7, insert:
"HH.  The Department of Medical Assistance Services shall generate general fund savings of $11,500,000 in fiscal year 2004 through various cost containment measures.  Such measures may include, but need not be limited to: (i) more efficient service delivery systems; (ii) additional utilization review and health care cost management strategies; (iii) revisions to the current level of benefits and covered services; (iv) revisions to current reimbursements for services provided to Medicaid recipients; and (v) other cost-saving strategies as appropriate.  The Department shall involve the affected provider communities, advocacy groups, and other interested parties in determining the actions to be taken in generating such savings.  The Department shall report its findings and recommendations to the Governor and the Chairmen of the Senate Finance and House Appropriations Committees no later than October 1, 2002.  No cost containment measures shall be enacted for fiscal year 2004 unless such measures are approved by the General Assembly during the 2003 Session."


Explanation
(This amendment adds language to allow the Department of Medical Assistance Service to identify additional cost savings in the Medicaid program and implement them with involvement of provider and advocacy groups, contingent upon approval by the 2003 General Assembly.)
