Explanation
(This amendment restores funding and current local match rates for the Comprehensive Services Act (CSA) program in the first year. The introduced budget would have required localities to pay 50 percent of CSA costs for non-Medicaid expenditures. It also restores a portion of the funding in the second year, but modifies the local match rates for non-Medicaid supplemental expenditures to require localities to pay 10 percent above the match rate for their initial CSA allocations. Language is added for the State Executive Council to develop performance standards and to make future supplemental reimbursements contingent upon meeting minium performance standards.)
