Page 13, after line 13, insert:
"Nothwithstanding any other provision of law, this function is eliminated in the second year.  Beginning in the second year, activities undertaken by the Virginia Housing Study Commission shall be accomplished by the Division of Legislative Services.  The House and Senate Joint Rules Committee shall examine whether there is a need to provide an additional position to the Division of Legislative Services to conduct these activities through the work of the standing committees or whether it can absorb the additional responsibilities within existing staffing levels."

Explanation
(This amendment eliminates the Virginia Housing Study Commission in fiscal year 2004.)
